If the other 25 are all in actual airframes, yes its legal. But still very unlikely with that low of multi time. Its legal, but that doesnt mean the hire everyone with 25 multi. Ill play devils advocate here and say that I would not hire a person to be co pilot of a -200 or emb145 with only 25 true multi (likely just in a seminole or duchess). No way in hell. Whole different ball game my freind. 100, good IFR expeirence, sure then maybe. But 25? You hardly have any expeirence with 25 hours multi. Basically worthless in the sense that it will "help" in airline training environments. Maybe if they were ex-pc12 pilots or soemthing flying real world ifr. But a cfi or jumper pilot at 1500 with 25 multi will have a real, real hard time at any regional.

It's gotta be Level C or D and representative of a multiengine turbine transport category aircraft over a certain weight.
