You are right and they are staring to "preach" one standard.

Unfortunately they do not teach by example.

A more results oriented approach would be to require:
(1) Outsourced flying will be performed by ALPA members
(2) Contracts for outsourced flying will be allowed to expire
(3) All Delta flying will be performed by Delta pilots (regardless of corporate structure)
