"Households" are different than taxpayers/nonpayers and cannot be the sum of a percentage and a hard number. Besides, there is a good reason that this additional 15 million don't have to pay tax on their low income.......as it should be. The more wealth on has, the more they benefit from society. The wealthier should pay more. Ironically, the wealthy are the ones with the most deductions and pay less.
BTW; I agree with
Chris Rock's definition of wealth.
