I'm assuming you mean that they are buying a DH ticket just to get a receipt for the expense report and then canceling that same ticket so they can pocket the money? Could be wrong, but isn't that fraud? And depending on the value of the tickets, couldn't that wind up being a felony. (Vagabond would certainly know)
Still, not quite sure how you get that argument from a person renting a place in HKG, and deciding that said place is their legal residence.
