Hasn't been able to for years. Your concessions will not save a place with huge debt, $50 tickets, decreasing market share, and $100 oil. At what point do you actually consider it a "fail"? I'm not saying it can't be turned around but it's not going to be because of concessions. Frontier needs the kind of magic DAL and NWA pulled during BK, WAY lower lease rates and debt/rates, to make that happen.
