If he's looking for jobs, it would very, very helpful to know that he already has a clearance. That is very often a deal-maker or deal-breaker...civilian employers (contractors) have to pay big bucks for a clearance if they hire somebody without one. They also have to pay you to surf the net and play solitare while your clearance processes.
