Well thats how I'm reading it also. I got an interview Fri. Building the two packets now. Paperwork is the only thing I fear. Put a pilot in an unfamilar plane, low vis. low ceiling, icing, turbulance, strong cross wind, single engine ILS approach with inop components, nordo, to an unfamilar airport; no sweat.
