IPA and CAPA are still hip-deep in the FT/DT issues. They have not failed because they never changed their positions. They were totally opposed to adding two hours to duty times, and they still are opposed. ALPA was also totally opposed, then ended up SUPPORTING it.
Now do you see the difference?
