I would guess most airlines are sitting on the sidelines waiting to see what compliance time frame the FAA issues. 2013? Initially, they stated they did not want too much delay as this would increase the potential for a fatigue related accident during the compliance countdown -- and, from what I have read in at least one article, they attempted to "statistically guess" based on past years what that accident potential was.
