Thanks to MP, got the answer. Completed years of service is DOH through date of separation (buyout). So for guys hired in 2007, it will be 8-10 weeks of pay depending on separation date.

For the life of me, I can't figure how management signed off on a windfall to furloughs who would never be on property again anyway.
