Maybe I don't unsderstand your question, but the area you highlighted only applies to take offs and landings in certain situations. In the section you quoted just have the PIC of the flight do those and you should be good. You should be also eligible for the many exemtions in (4)(b) that you quoted. The FSDO 'should' be okay with it seeing that you are both typed in the plane.
