You're reading it wrong... your understanding of this is quite dangerous as it can cause you to do a low altitude reject when none was necessary.


For your reading pleasure, here are our my current carrier's ops specs which reads identical to my previous 121 airline as well (with not applicable fluff removed):


For CAT I Precision and Non-Precision approaches:

Weather Minima:
- If the aircraft is established on the final approach segment and the controlling visibility decreases below the authorized minima, the approach may be continued t the applicable DA(H)/MDA for the approach being conducted.

(It should be noted that some foreign countries have exceptions to the "normal" version of approach ban as stated above that we are used to)


Descent Below DA(H)/MDA:
- Upon reaching the DA(H)/MDA, and at any time prior to the MAP, the pilot may continue the approach below the DA(H) or MDA and touch down if the following conditions are met:

- If the aircraft is continuously in a position from which a descent to a landing can be made at a normal rate of descent blah blah blah...

and

The pilot has at least one of the following visual references for the indented runway distinctly visible and identifiable:

-Threshold
-Threshold markings
-REILs
-VASI
-Touchdown zone, touchdown zone markings
-Touchdown zone lights
- Runway or runway markings
- Runway edge lights
- Approach lighting system



CAT II is worded identical in regards to approach ban. The missed approach shall be executed if the pilot has not established visual reference with the ALS at the DA(H)/RA. Further, a missed shall be executed if the pilot has not established visual reference with the threshold environment at 100 above TDZ.




If you'll notice, reported visibility has nothing to do with your ability to continue the landing below the DA(H)/MDA/RA!
