The only "upside down" will be an increase in pay and benefits to attract more people to the regional. Simple. It's not going to break the bank at a strong regional to DOUBLE starting pay, for instance.
Regionals could even do contracted ab initio programs. That works in the rest of the world. Then, they get to pick the best college grads and not just the folks who happen to have a wet pilot cert from Puppy Mill U.
Slap a serious, choke your parent's 401(k), size bond on that bad boy and call it a day. Heck, they might even end up with pilots who can spell.
