I think that it is for hours that I have acted as the instructor. He feels that it is for the hours that you have received instruction since the hours that you instructed would show up under the PIC field. Thoughts?

Instructor hours are when you gave instruction. They will normally be different than PIC hours since you haven't given instruction every time you went flying as a PIC.
