Instructor hours are when you gave instruction. They will normally be different than PIC hours since you haven't given instruction every time you went flying as a PIC.
I would still include all my instructor hours in my PIC total, since they are PIC hours.
The instructor hours block is just breaking out what portion of your PIC time was gained in an instructor role. Unless there are specific instructions to do so, I wouldn't count on their system to somehow "include" those instructor hours in your PIC total if you haven't.
