I know tons of people who have come over and done rental flights with just the visa waiver I-20s.
Yeah U don't need M-1 or training Visa or TSA clearance for BFR or checkouts or rentals. May be one school is stupid but there are plenty of places who are willing to rent to visitor visa holders.
