This is well done article imho, they nailed the problem - Washington Center. Now, I realize it's a real estate issue but still.
There are ways around them though.
One of which was filing ERJ-145s to fly RDU/ORF/RIC to EWR at 10,000'. But there are other proven methods but a DAL pilot probably isn't using them and who can blame them. They're probably not going to catch their commute out of ATL on that EWR penalty lap and they're not motivated to catch a commute out of EWR like a CAL pilot would be.
So they'll get there when they get there. Almost the same attitude I have towards my grass.
