You're ATL 88 which has been slow... so yes, you will get paid 70 hours every month for the most part. That is not universally true though.
The past couple months I've been at 70 because I really enjoy my weekends off and usually have stuff planned, but prior to that with very little extra effort I was cranking out 90+.
Yellow slip is the key. You can enter a yellow slip to fly on your x days. I'm part of the new hire group from last year and I yellow slip all month. I'm 88B at ATL and flew May -87 hours June-82 hours Jul 76 hours(even had a week off after kid #1 in Jul).
