Does this have to do with flying a US airplane out of the country and using a VHF radio while doing so?
Thats it. Flying internationally and operating a VHF radio. Its not just an airline thing. I do part 91 flying in a T210 for a company here in seattle, I take pax to Victoria Canada and I'm required to have a radio station license for the plane and the restricted operator permit for me.
