You have to read it carefully - there is the Interim Rest Facility and the future Pilot rest facility, both of which are different than the Current Flight Crew Rest Facility.
No, I read that bulletin, the RUMOR was that the company had delayed installation of the interim facility while they were evaluating routes (post Feb 2011). After they figured out what 12+ hour routes they wanted the A330-200 to fly, there was not enough time to install the interim facility so DALPA gave them permission to use a seat with a shower curtain until the interim facilities could be completed. Note that the bulletin said installation of interim faciilities would begin in early Fall 2011.
Tidbits: When this first came out I talked to the head of the CROT in person. He told me the interim facility would be near 4R.
Sometime between 24 October and 28 October the westbound leg from LOS-ATL block time goes magically from 11:55 to 12:50, the eastbound block time doesn't change at all.
Probably the same for ATL-ACC but I'm too lazy to research it.
