Call your rep, he'll have some answers. But, it's not an "optional" crew rest facility - it's not Delta's choice (or ALPA's) to waive some of the requirements. The FARs have very specific regulations about what is required for a rest facility for 8 hrs - 12 hr flights, and different (and much more stringent) requirements for crew rest facilities for 12+ hour flights.
