I did it by Phone out of nessecity, (TDY at the Time) and it worked Great. I think the Face to Face offers some things that the Phone cannot, but the Phone Method works as well.

Where you TDY for long and did they let you use the DSN line to call the 1-900 number?
Face to Face is probably better but a little more exspensive.
