The Public Law is already passed, no stopping it now, even if the RAA fought it, too late now. Have an ATP on Aug 1, 2013 or stop acting as a crew member. All the FAA is doing now is writing the regs for acting on the PL.
As it says, "prompting action: statute"
As to paying for the plane and DE, no problem, no ATP, no job. It is a requirement to be a crew member, pure and simple.

And if I'm not mistaking the rest rules were passed the exact same way. I'm just saying, the atp reaquirement will not be enacted.
