And you would be mistaken. The flight/duty time and crew rest rules were drawn from an FAA Administrator's decision, not Public Law passed by Congress. Sen Schumer (D-NY), sponsoring Senator has even weighed in, saying "1,500 hours means 1,500hours". Vastly different basis for the two rules. The Congress would have to amend the Public Law; while OMB, under industry or union pressure, could influence (and probably has) the FAA's crew rest regulations.
The ATP requirement has already been enacted, by Act of Congress. The FAA is just writing the regulation imposed on them by Congress.
