How can you upgrade if you dont have the 250 hours PIC? It is a requirement to get an ATP. The airlines wont be able to get around it unless the FAA changes it. The only way to be okay is to build time on your own.
It's been waived in the past at PDT and that's a fact. Read the reg again. The part about SIC time performing duties of PIC was interpreted differently than it is now. That loophole is closed now.
Anyway, I've heard that if the new reg remains unchanged PDT will start giving full type ratings and ATPs to all F/Os who meet the requirements.
