Because the FAA is in the hip pocket of big business. When push comes to shove, economics trump safety by allowing corporate interests to reinvent the concept of "safety" to that being something economically viable.
Big business owns our government and just about all our politicians, so this is predicatable. When another pile of mangled and charred body parts is piled up somewhere, they'll order more wine and shrimp and investigate for a few years until the storm blows over.
