If you got 250 PIC it wont be that bad. A lot of people cant upgrade because they dont meet the minimums to hold an ATP. Several pilots need to purchase 30-100 hours to get their PIC time up.
Don't give these guys hope. That's just wrong.
From my class (end of the 07 hires), they are still 50+ from upgrade. Most everyone before 11/2007 hires have the 250+PIC. It's MOSTLY the guys after.
Sure it's nice to have guys under you, but at what cost (to them)?
