Is it a lot easier to point the finger at someone with documented problems.

True. Along the lines of when a cop is involved in a beating or shooting and it comes out later that they have a history of complaints and/or documented reports from superiors of using excessive force or other possible disciplinary/following procedure type issues.
It njt only helps to point the finger, but sensationalize th story as well.
