Well, considering I'm not a 400 hour pilot, been through plenty of 121 training, and flown with low and high time pilots, I can easily say yes that a 400 hour guy has the same chance as a 1000+ hour guy. 1000 hours in a 172 or even a twin piston doesn't mean you can handle a turbine or turboprop aircraft. Two totally different worlds. I've seen <500 hour guys fail but I've also seen >2000 hour guys fail. It's really all about what type of pilot you are, how you handle change and being able to use CRM and the guy that's sitting next to you.
