Simple, you have to bid around it.
For you, DAL will pay to expedite it. On the ER I will just have to bid NO INTL.
Passport turn around without a via can be done in three days, with a visa it is a crap shoot. My Russian visa takes about a month. That may be problematic as passports expire. They may reverse this decision.
