The junior 25 FO's and the junior couple CA's are all ACY based. Its the base you go to when you can't hold anything else - ie, the junior base.
That being said, ACY, like DTW, is senior @ the top. It's easy to get into ACY, but be ready for a very long wait if you want to bid near the top. DTW is the senior base for FO's and CA's right now, meaning that it takes more seniority to hold DTW FO or CA than any other FO or CA position in the company.
The introduction of LAS may change things, but probably not. Too many FLL and DTW commuters to let LAS go really junior. ACY is junior, even though the lines there are pretty good pay wise. The problem - it's uncommutable by airline, the trips often have early starts and/or late finishes, and crashpads are not plentiful. If you live within driving distance of ACY, its great. If not - you bid out as soon as you can.
