Actually, it can be as late as the end of March at this point since the last system bid was 12-08 awarded at the end of July 2011.

Section 24.3.C.2 states:

At least two (2) System Bids must be awarded each calendar year. These awards must occur no more than eight (8) months apart, one in the period January through June and the other in the period July through December.
I posted on another thread, but I don't expect age 65 to be reflected in the first bid of the year. As a reminder, two is the minimum number of system bids to be awarded. The company can always run more than that and have in the past couple of years. Typically a bid is awarded in January and then around August.
