I don't think they intentionally scheme against pilots. They get wound up so deeply in their own self righteousness and so called knowledge that they end up in some little sub world that totally misses the real world ramifications of their actions.
They may at times as we all do, but then they have a pilot group go against everything they say, and they get to try and unscrew it while taking the heat for the language or action that got that pilot group there.
