There is another thread with a lot of information on Cape Air. It is in the Part 135 section. To answer your questions:
Just under 1500 total would likely make you a "PIC Qualified FO," which means you have Part 135 cargo mins, but not pax mins (ATP). The pay for a PIC FO is higher than a FO (11.20 vs 9/duty hr) but it's still not a lot. As a PIC FO you can fly as PIC if there are no people onboard. This means that you may do one or more of the following:
-Fly as a regular FO with a Captain during pax flights
-Fly the bag plane in Fort Leonard Wood, MO
-Fly the mail HYA-ACK
-Do Caribbean airplane reposition flights when the seasons change
-Reposition planes after maintenance or to rescue broken planes in outstations
You can do whatever you want with your day job, though if you are full time with Cape Air you need to understand that that is your commitment. A lot of people have other flying on the side though, so it shouldn't be a problem.
If you are close to your ATP, once you reach it Cape Air will upgrade you and require a minimum of 1 year commitment after your checkride.
