How is driving any different? A pilot that lives 5 minutes away from the employee lot just broke his rest the same as a "NY local" that drives 2-4 hours in traffic. This could end up being a huge can of worms but if it is, it will be a mess for everyone not just those that commute by air.
Every commuter pretty much always has well over 10 hours of rest and 8 hours of sleep opportunity before a trip. The issue here is will that 10/8 hours have to reset the instant a pilot touches an airplane? A car? This is unenforceable and they know it, so its just there as a backstop blame all much in the way the "sterile cockpit" is used as a backstop blame all.
