I don't know who told you that, I was in the unit then, and AFAIK, Acft scheduled to depart for Ramstein with crew and pax for deployment of change over personnel. Scheduled for Air Refueling with TYS 135. Tanker cnx'd, so plan changed to upload fuel to reflect new plan. Acft mechanical, only other acft was in fuel cell mx hangar. Former CBPO commander, now mx chief orders acft out of fuel cell mx, and no fuel mx personnel available. No worries, have crew chiefs prep the plane, (unauthorized).Acft had fuel system check valve plugs installed, plugs had flanges ground off so they could all fit in a bag to carry, (unauthorized). Flange prevents closure of access doors to fuel line bays. At approximately 90,000 lbs of upload, overpressure of fuel lines collapses wing box and fuel and wing collapse and Flight Engineer swims in fuel while doing his walkaround. AF Safety investigation finds cause with MX Commander and violation of multiple procedures. Mx Commander promoted below zone to O-6 and new job at Houston Barracks.
