At least that's the way it is when it comes to pilots.
As I recall, a few Air Traffic Controllers fall asleep at the desk and their rules are changed in a month or so. .
The Colgan accident occurred almost 3 years ago and we have to wait another two years for the resulting "new rules for safety" to be implemented.
AND an airplane overflew it's destination, and before any invetigation was begun, to see if maybe these guys were fatigued, Randy Babbit ordered their tickets pulled.
