Seems it is the opposite, actually. They've taken a couple, but just enough so they can continue to dangle the carrot.

From what I've heard it's actually more PDT that is holding up mainline from taking our guys, not that mainline doesn't want to, more that PDT doesn't want them taking our guys so they have to hire and train more.
