Or the 170 announced and scheduled furloughs ?
Or is it the 109 number that were ACTUALLY furloughed ?

Yeah, that open time band had no effect on the furlough ...
Tell that to the 400 that kept their job.

There's irony to be found, but it is not as you suggest ...
