So you can get 21 days by not accepting till day 7 then getting 14.
No..you get 14 days from the day they tell you you have a class date. No one will quit their job until they have the class date in hand. The 7 days has no reflection on that.(since one has no idea if they will actually get a position with the acceptance. The 7 days is the time frame to tell them you will accept if offered...otherwise they can cut you from the list if you don't respond, obviously not everyone will get an offer of a class)
