If the CEO at Mainline X does not like the pax satisfaction numbers, the on time performance numbers, the safety record numbers, of Regional Y, Regional Y goes bye bye, and Regional Z steps into the picture. The NBA Players Association also thinks that the Owners are the "customers", however what is their risk or investment, or Regional Y's either???

To use your example, what happens if I fire my carpenter for being drunk on the job, fire him and hire carpenter x, then fire him and hire carpenter z? I'm still the customer, I am paying the carpenter/subcontractor/regional
