Looking at the total dollars involved I think that the very large (numerical ) forces that we have traditionally kept will not be feasible ..Looking at the accrued benefits (both VA and tricare and defined benefit plans) that have been incurred between the last round of the cold war and current day conflicts. Any way the math of it leads to the thoughts that maintaining the 2 war simultaneous capability is not going to be possible. More than half of the DOD budget will need to be servicing retirement obligations and that doesn't leave much left for a 2 war force...I believe a smaller professional cadre in those areas that are exceptionally technical plus a permanent "expeditionary" force for quick response to lesser conflicts. And then a small hard professional core around which can be placed people drawn from "universal mandatory conscription". Along the lines of the scandinavian countries if a 2 theater war capability is still desired. Sorry trying to find a better way to verbalize it but there is my first attempt.
