That sounds like just a guess, that is a very small part, they over hired, over reacted to being short in the past, expected people to upgrade who now aren't, and were planning for people going to AA in the future. They also have not fully figured out what they want to do with the base. Also 11 of those about 50 were due to guys coming from above.
