You are missing the EU's intent. They want money. Specifically they want money they don't have to work for. They will allege price fixing went on (and no doubt there is illegal coordination of capacity with the intention of "managing revenues). Then they will levy a big monetary fine to transfer some of the airlines' profits to the government. Lobbyists will spend money fighting the fines. Ultimately the airlines will raise prices to generate money to cover the government payments and the attorneys ... Hence the circle of socialist life continues.
