For starters, with the "bucket" system it merely means that things being almost equal between two reserve pilots, a senior guy reserve who wants to fly will, or a senior reserve who prefers not to will not, assuming we are comparing two pilots in the same reserve bucket.

This will NOT result in a system where the guy one number junior is picking up ALL the flying (or conversely, not being able to fly if the senior guy wants to).

What it DOES do is allow the senior guy who has a RAW of 35 the ability to possibly pick up a trip instead of the junior guy who has a RAW of 33.

I fail to see the outrage. If the senior guy has been flying a lot and has a RAW of 95, and he wants to fly even more, and the junior guy has a RAW of 35 and also wants to fly, guess who gets the trip...the junior guy!

This improvement to reserve merely allows the senior reserve pilot to receive more consideration some of the time, not all the consideration all of the time.
