How do you figure it would make a difference?

Bad employees, with bad habit patterns would do the same work. Paying them more would be an inverse incentive. Also, fewer people flying would result in fewer pilot jobs. While deregulation did hurt, it also brought on an incredible expansion in the numbers of passengers who take to the air.

Via codeshare, the airlines are sort of re-regulating (and engaging in anti competitive behavior) on their own. They are doing what the CAB did, without the bureaucratic complacency and ineptitude.
