Perhaps the will allow the letter thing. I had passed the ATP written, met all the hour requirements and passed the ATP flight test with an FAA employee from the GADO (pre FSDO time). They typed up (on a manual typewriter) a letter stating I met ALL ATP requirements except the age and once I became age 23 I could present the letter to the FAA and receive my ATP certificates.
