My understanding is that the LIT FSDO was having issues with the CATII/III certifcation process since they've never done one before. OP SPEC B342 (ETOPS) was also not that easy with LIT for the same reason; or so I've been told. Don't know if it has been moved yet but ATI now has a few feds from the DFW FSDO poking around at HQ. One, I know of for sure, is a dispatch inspector.

Has nothing to do with it. The FAA decided to consolidate 121 certificates to various CMO's. The ATI certificate was moved to the DFW CMO for that reason and that reason only.
