Amazing the differences between the two MEC Chairs reports here.One saved the details UNTIL HE INFORMED HIS MEC while the other chose to give details publicly before he called his MEC.
So if the second were a "friend" I can assure you I would never tell him anything confidential; no way no how!
Who says it's confidential information? If there is an agreement between the two MEC Chairs to keep it confidential until informing the respective MEC's, then I get your point. If not, how each MEC choses to disseminate the information is it's own business.
