We are talking about Seat lock not Equipment lock. A senior Saab captain can and will go to the jet to recover the pay. There is no issue there. However, if a Saab FO makes a lateral move to CR9 FO, then he/she will be seatlocked as an FO for 24 months...cannot upgrade. For a majority of those on the list right now, upgrades are expected in 12-18 months. By the end of 2008 95% of the FOs at Mesaba will be new hires.
